Assistance and Services for Disaster Recovery

Federal and State disaster assistance programs for the California wildfires are made available under Presidential declaration DR1810-CA. Information regarding individual assistance programs is available by calling the Federal Emergency Management Agency (FEMA) Helpline at 1-800-621-3362 (TTY: 1-800-462-7585). ASSISTANCE PROGRAMS
  • FEMA'S INDIVIDUALS AND HOUSEHOLDS PROGRAM
    For individuals and households to apply for Federal and State disaster assistance programs, or to check the status of your applications, call the FEMA Teleregistration and Helpline
    Number at 1-800-621-3362 (TTY: 1-800-462-7585).

    Housing Assistance: Provides financial and direct assistance to eligible homeowners and renters displaced from their pre-disaster primary residences.
    Other Needs Assistance: Provides awards for other uninsured disaster-related necessary expenses and serious needs, including personal property, medical, dental, and transportation expenses.

  • SBA DISASTER LOANS TO RESIDENTS & BUSINESSES
    Disaster loans up to $200,000 are available to homeowners to repair or replace their damaged or destroyed primary residence. Homeowners and renters are eligible for up to $40,000 to repair or replace damaged or destroyed personal property.

    Businesses of any size and private non-profit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets. SBA can also lend additional funds to help homeowners and business owners with the cost of making improvements that protect, prevent or minimize the same type of disaster damage from occurring in the future.

    For small businesses and some private non-profit organizations, SBA offers Economic Injury Disaster Loans (EIDLs) to help meet working capital needs caused by the disaster. EIDL assistance is available regardless of whether the business suffered any property damage.

  • STATE SUPPLEMENTAL GRANT PROGRAM
    Supplemental grants up to $10,000 by the State may be available to eligible individuals and households who are unable to meet disaster-related necessary expenses and serious needs. These grants may be offered when assistance from FEMA’s Individuals and Households Program has been maximized. Once maximized, your FEMA application is transferred to this program; there is no separate application process. Contact CA Department of

  • CALIFORNIA DEPARTMENT OF MOTOR VEHICLES
    The California Department of Motor Vehicles (DMV) can assist individuals in replacing DMV documents, such as drivers licenses, identification cards, vehicle registration certificates and certificates of title, that were lost as a result of the disaster. DMV can assist in filling out forms to change the status of vehicles that were damaged or destroyed as a result of the disaster.   • CALIFORNIA DEPARTMENT OF PUBLIC HEALTH
    The California Department of Public Health (CDPH) is working with those who have lost vital records as a result of the disaster. Birth, death, and marriage records should be requested from the county recorder’s office in the county where the event occurred (visit http://www.cdph.ca.gov/certlic/birthdeathmar/Pages/ CountyRecorderOffice.aspx for a list of county recorders). For faster service, victims should indicate the name of the disaster on the outside of the envelope and on the top of the forms when requesting vital records.   • LOANS TO FARMERS & RANCHERS
    Loans for family-sized farmers and ranchers, who are unable to obtain credit elsewhere, for the repair or restoration of disaster-damaged farm property and/or qualifying crop production losses. Contact the county USDA Farm Service Agency office listed in your local telephone directory under U.S. Government.
  • CALIFORNIA WORK OPPORTUNITY AND RESPONSIBILITY TO KIDS (CalWORKs)
    CalWORKs provides cash aid to eligible needy California families to help pay for housing, food, and other necessary expenses. For more information contact your local county welfare/social services department.
  • WOMEN, INFANTS, AND CHILDREN (WIC) SUPPLEMENTAL NUTRITION PROGRAM
    The Women, Infants, and Children (WIC) program helps low-income pregnant women, new mothers and young children eat well and stay healthy. WIC provides:
    • Special checks to buy healthy foods such as milk, juice, eggs, cheese;
    • Information about nutrition and health;
    • Breastfeeding support and referrals to health care and community services.

  • FOOD STAMPS
    The Food Stamp Program helps low-income people buy healthy food. You may request an application for food stamps by phone, in person, by fax, or by mail from your county office. For more information log on to www.cdss.ca.gov/foodstamps/


HEALTH CARE SERVICES
  • CRISIS COUNSELING
    Short-term counseling may be available for emotional or mental health problems caused by the disaster. Contact your local mental health office.
  • HEALTHY FAMILIES PROGRAM
    This program provides low-cost comprehensive health, dental and vision coverage to eligible uninsured children and teens whose family income is too high to qualify for Medi-Cal. For more information, call 1-800-880-5305 or visit www.healthyfamilies.ca.gov
  • MEDI-CAL HEALTH COVERAGE
    Medi-Cal is a public health insurance program that provides comprehensive medical, dental and vision care coverage to low-income individuals, including families with children, seniors, persons with disabilities, pregnant women and low-income people with specific diseases, such as tuberculosis, breast cancer or HIV/AIDS. EMPLOYMENT SERVICES
  • UNEMPLOYMENT INSURANCE
    Administered by the California Employment Development Department (EDD). English: 1-800-300-5616; Spanish: 1-800-326-8937; TTY: 1-800-815-9387. For more information, visit www.edd.ca.gov.
    Provides weekly unemployment insurance payments for workers who lose their job through no fault of their own. If you are unemployed, or working less than full time, have a legal right to work in the United States, and are ready, willing, and able to work, you may be eligible to receive unemployment insurance benefits.
  • DISASTER UNEMPLOYMENT ASSISTANCE
    Provides weekly benefit payments to those out of work due to the disaster, including self-employed persons and others not normally covered under regular unemployment insurance programs. This program also provides help in finding re-employment and job training. For more information, visit www.edd.ca.gov
  • JOB SERVICES
    The Employment Development Department (EDD) and local partners offer employment services to job seekers and employers at One-Stop Career Centers and EDD Workforce Services Offices throughout the state. A variety of job search and training services are available to job seekers with a legal right to work in the U.S., and they can connect with thousands of available jobs through the automated system CalJOBS. TAX ADVICE AND ASSISTANCE
  • EDD EMPLOYER TAX SERVICES
    Employers who are directly affected by a state of emergency may request up to a 60-day extension to file their state payroll reports and deposit state payroll taxes with the Employment Development Department (EDD). Visit www.edd.ca.gov for additional information or call EDD’s Taxpayer Assistance Center at (888) 745-3886.
  • INTERNAL REVENUE SERVICE
    For information on obtaining Federal tax relief for disaster casualty losses and questions regarding Federal income and payroll taxes, contact the Internal Revenue Service (IRS) at 1-800-829-1040, (TTY: 1­800­829­4059).
  • FRANCHISE TAX BOARD
    The Franchise Tax Board provides guidance in obtaining tax relief for disaster casualty losses. Contact the Franchise Tax Board (FTB) at 1-800-852-5711 (TTY/TDD for hearing or speech impaired: 1-800-822-6268) or visit www.ftb.ca.gov
  • CALIFORNIA BOARD OF EQUALIZATION
    For questions regarding sales and use, property and special taxes, contact the Board of Equalization (BOE) at 1-800-400-7115 (TTY: 1-800-735-2929) or visit www.boe.ca.gov


EMERGENCY NEEDS REFERRAL
  • THE AMERICAN RED CROSS
    The American Red Cross provides emergency food, clothing, shelter, and medical assistance to needy individuals and families. Contact the American Red Cross at 1-866-GETINFO (438-4636).
    If you have been affected by a disaster, the “SAFE and WELL” provides a way for you to register yourself as “safe and well.” From a list of standard messages, you can select those that you want to communicate to your family members, letting them know of your well-being.   • THE SALVATION ARMY
    The Salvation Army provides a variety of services including help with food, household needs, clothing and personal needs. For more information call 1-800-SALARMY or visit www.tsatoday.org


INSURANCE & REBUILDING INFORMATION
  • CALIFORNIA DEPARTMENT OF INSURANCE
    The California Department of Insurance provides assistance on insurance issues and claims. If you are experiencing difficulty with the processing of your claim, you may file a complaint with this Department. Contact the toll-free Consumer Hotline at 1-800-927-HELP (4357) for further assistance, or complete the Request for Assistance form online at www.insurance.ca.gov
  • CONTRACTORS STATE LICENSE BOARD
    The Contractors State License Board (CSLB) helps verify a contractor's license, investigates complaints, and also provides information about hiring a licensed contractor. For information on hiring or filing a complaint regarding a contractor, call CSLB's Disaster Hotline M-F from 8 a.m-5 p.m. at 1-800-962-1125, or the 24-hour Automated Phone Response System 1-800-321-CSLB (2752). Licenses can also be checked online at www.cslb.ca.gov
  • HOUSING AND COMMUNITY DEVELOPMENT
    The California Department of Housing and Community Development (HCD) can assist with mobile home registration and titling; contact 1-800-952-8356 or visit www.hcd.ca.gov/codes/rt/ For information on obtaining construction permits for mobile homes or parks contact the Riverside Office at 951-782-4420.


VETERANS ASSISTANCE
  • CALIFORNIA DEPARTMENT OF VETERANS AFFAIRS (CALVET)
    If you have a CALVET loan and have suffered damage caused by a disaster, contact the CALVET Claims Administrator at 1-800-626-1613 Ext. 0, or CALVET at 1-800-952-5626.
  • SOCIAL SECURITY ADMINISTRATION
    Provides help in expediting delivery of checks delayed by the disaster and in applying for Social Security disability and survivor benefits. Contact the Social Security Administration (SSA) at 1-800-772-1213.


SPECIAL FEE WAIVERS AND FILING EXTENSIONS

As a result of this disaster, the Governor issued Executive Order S-15-08 that allows special fee waivers and filing extensions for replacing important government records (i.e., birth and death certificates, identification cards, etc.).
