Project Overview

In the wake of the Virginia Tech tragedy in April, 2007, Lieutenant Governor John Garamendi announced plans for the creation of a system to broadcast messages to wireless communication devices in California communities, and has supported the continued development of other high-tech notification systems.

The initial concept for the wireless emergency alert system is for emergency messages to be transmitted from local or state government entities to all wireless devices within a specific geographical area.

Two workshops were held in August 2007 to address wireless communications and emergency alert and notification. Information from these workshops can be found under Alert and Warning 2007 Workshop Information. The information from these workshops supported California Emergency Management Agency (Cal EMA) (formerly the Governor's Office of Emergency Services) efforts to meet the requirements of AB2231 (Pavley).

Under AB 2231 Cal EMA (formerly OES) was required to convene a working group to assess existing and future technologies available in the public and private sectors for the expansion of transmission of emergency alerts to the public through a public-private partnership. The first AB 2231 Working Group meeting was held on March 27, 2008 and the final meeting was on December 5, 2008.

Working with the California Public Utilities Commission (CPUC), Cal EMA and the Lieutenant Governor’s Office brought together subject matter experts in government and industry to review current efforts and discuss California’s alert systems and capabilities, with a specific focus on wireless systems. Cal EMA examined policies, procedures and a framework for public-private partnerships with providers of mass communications systems that enhance public access to emergency alerts. Throughout 2008, the Alert & Warning Work Group convened subject matter experts in government and industry to review current efforts and discuss California's alert systems and capabilities.
